The Commission on Elections (Comelec) has revealed that Silang, Cavite Mayor Alston Kevin Anarna, along with bids and awards committee chairman Nathaniel Anarna Jr., was suspended for six months without pay over alleged anomalies in the purchase of flowers and other materials for the town’s fiesta celebration.
The two local officials were charged with grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.
The Office of the Ombudsman which issued the suspension order said there was strong evidence showing the respondents’ guilt, and their continued stay in office might prejudice the investigation of the case.
Complainant Edgardo Arenco Bayan accused the two officials of irregularities in the procurement of flowers and string lights used during the Silangueño Ball on Jan. 28, 2023, in honor of the town’s patron saint.
The respondents were accused of grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.
It was alleged that the procurement of these items came after the event, in violation of Republic Act 9184 or the Government Procurement Reform Act, as well as its 2016 Revised Implementing Rules and Regulations.
The respondents were also charged with “manifest partiality, evident bad faith, and gross inexcusable negligence” in dealing with the supplier, Badeth General Merchandise.
