PAVI seeks solar plant connection to Luzon gird

PAVI Green Camsur Renewable Energy Inc. (PGCREI) is seeking approval from the Energy Regulatory Commission to connect the 40-megawatt Naga Solar power plant to the Luzon grid via the 69-kilovolt Naga substation of the National Grid Corp. of the Philippines.

PGCREI’s proposed solar plant in Barangay Carolina, Naga, Camarines Sur is targeted to commence commercial operations by December 2024. The company is a wholly-owned subsidiary of Prime Asset Ventures Inc. of the Villar Group.

“In order to provide additional capacity to the Luzon grid in December 2024, there is a need for PGCSREI to commence operations by December 2024. Needless to state, the construction of the dedicated facility project is a pre-requisite for the testing and commissioning, and ultimately, the commercial operations of the PAVI Naga Project,” the company said.

It said a provisional authority or interim relief is urgently needed to enable PGCSREI to achieve the target commercial operations date of the solar project.

The Department of Energy issued PGCSREI a certificate of endorsement to develop the dedicated facility to connect the solar project to the grid.

The estimated cost of construction of the dedicated facility project, at P329.57 million, will be exclusively funded by PGCSREI and its parent firm and therefore will not impact on regulated charges. The costs will be subject to reimbursement after validation by NGCP.

“PGCSREI respectfully submits that the dedicated facility project is the only viable option for the connecting the PAVI Naga project in view of its proximity to the Naga 69kV substation and because of the lower operating cost that PGCSREI will incur,” it said.

It said the facility is the most cost-effective and viable option for the immediate connection of the project.

Construction of the dedicated facility including civil and eletro-mechanical works is estimated to be completed by October 2024.

PGCSREI issued an invitation to bid for the engineering, construction and procurement of the transmission line and substation of the dedicated facility.
