Mayors of provincial capital towns pose at the launch of Project 28, a movement to pass the pending Capital Towns Bill in the 19th Congress, on Saturday in Quezon City. Group co-convener Mayor Juris Sucro of Kalibo, Aklan said five bills are currently pending in the House of Representatives that propose the automatic cityhood for 28 capital towns, as well as seek an exception to the general rules on conversion from town to city laid down in Section 450 of the Local Government Code.
