Prisoners have suffrage, too

Inmates, also referred to as Persons Deprived of Liberty, at the National Bilibid Prison in Muntinlupa City, join a nationwide special registration of voters in preparation for the forthcoming Barangay and Sangguniang Kabataan elections.
