COTABATO CITY– Bangsamoro Education Minister Mohagher Iqbal has called on school officials to come up with best programs, activities and projects (PAPs) for the regional education investments of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
BARMM’s Ministry of Basic, Higher and Technical Education (MBHTE) has the region’s highest budget at P24.7 billion or 30.95 percent of its P79.8 2021 regional appropriations.
BARMM also released its local subsidy, initially to 11 barangays that have been without the internal revenue allotment (IRA) shares of support from the national government. Nash B. Maulana
Minister Naguib Sinarimbo of the BARMM’s Ministry of the Interior and Local Government (MILG) said the provision of monthly subsidy to 47 barangays without IRA support from the national government has been prior programmed in the BARMM Regional Budget for 2022.
Sinarimbo said the P 100,000 monthly subsidy to each of the 47 non-IRA barangay is a transitional support until they are provided with a regular IRA share when the Bangsamoro Local Governance Code shall have been passed.
As this developed, more than 400 Barangay Captains from the 36 Maguindanao municipalities attended Wednesday’s Orientation-Briefing on a Joint Memorandum Circular No. 2022-0, issued by the MILG and the Ministry of Finance Budget and Management (MFBM) on the release of shares of Barangay Local Government Units from Taxes collected in the BARMM.
“We thank our partner ministries, such as MFBM and MBHTE as well as our MLGOOs and the Provincial Director for this fruitful engagement,” Sinarimbo said.
Sinarimbo said MILG released on Tuesday to 11 Barangay Captains of Datu Salibo the subsidy of the Bangsamoro Government to Non-IRA barangays. Of the 15 barangays of Datu Salibo, 11 have been without IRA since 2009,” he said.
“Last year, we programmed in the 2022 BARMM Budget the provision of monthly subsidy to a total of 47 Non-IRA barangays in the Bangsamoro,” Sinarimbo added.
Sinarimbo said in the transition, the “Non-IRA barangays” will receive a monthly subsidy of 100k to defray their costs of operation. A workshop was previously conducted by the MILG earlier in Davao City to orient barangay officials on the proper utilization of this fund.
“We hope that this will further enhance service delivery at the level of the barangays,” he said.
“We also thank our Punong Barangays for actively participating in this orientation.”
Sinarimbo said the Orientation-Briefing on Wednesday also provided a good venue to present to barangay officials other MILF programs, such as Subsidy for Non-IRA barangays; provision of Barangay Halls, Covid 19 Assistance, Awards and incentives such as Search for Model Barangays, Barangay SGLG (Seal of Good Local Governance), and LTIA (Lupong Tagapamayapa Incentive Award).
