CAB approves rules on delayed air flights

The Civil Aeronautics Board approved the rules and regulations penalizing airlines for chronic flight delays. 

“It was approved by the board last board meeting. So the features of this new regulation (is) we will be penalizing airlines who would be found to have more than 50 percent of their flights delayed or canceled for whatever reason,” said CAB executive director Carmelo Arcilla. 

“Irregardless of whether it is force majeure or technical or what if your flight is incurring delays for more than 50 percent of the time… this means you have to go back to the drawing board and review your plans because it is not viable,” he added. 

Arcilla said the agency would impose monetary penalties on chronic flight delays or removal of a particular flight.

“Our goal is to attain efficiency, stability, and reliability of the services,” he said.

Arcilla said the agency would look at the overall performance for a significant period of time. 

The on-time performance or OTP is a standard aviation measurement to track the day-to-day performance of an airline and reflects the level of success in adhering to the published schedule.
