The Department of Public Works and Highways is drawing up a list of pipeline infrastructure projects that will be implemented beyond the administration of President Rodrigo Duterte.
“Right now we have a facility from the ADB called the IPIF [Infrastructure Preparation and Innovation Facility] to make feasibility studies that are worth tens of billions of pesos,” Public Works Secretary Mark Villar said.
The ADB approved a $100-million loan in October 2017 under the IPIF to support the Philippine government in accelerating the delivery of high-quality public infrastructure projects under the “Build, Build, Build” program.
The DPWH tapped Ove Arup & Partners Hong Kong Ltd. to use ADB’s procurement standards. Arup will help the agency prepare feasibility studies and detailed engineering designs for new inter-island bridges, tunnels, and highways worth over $11 billion.
“The feasibility study is the most difficult part of any big-ticket projects as it takes one year. If there’s feasibility study the project implementation is faster,” Villar said.
