Marawi City Vice Mayor Arafat Salic, who was arrested on allegations of rebellion in connection with the 2017 Marawi siege, was released Friday after the Department of Justice ruled that inquest in cases of warrantless arrests can only be done if the suspect is caught in the act of committing a crime.
