The unveiling was one of the highlights of his bilateral meeting with his counterpart, CNB Governor Jiøí Rusnok. The Philippine national hero formed a lifelong friendship with Ferdinand Blumentritt, a scholar who studied Tagalog and published works on the Philippines. In 1887, Rizal visited Blumentritt who at that time was a professor in the City of Litomerice.
