Around 98 prisoners are crammed into a 10 x 3.5 meters detention cell of the Manila Police District Station 11 in Divisoria, Manila, as police officials received commitment orders from the Regional Trial Court to facilitate the release of some prisoners and prevent deaths of the inmates, noting that detention cells are only meant to hold up to 40 people.
