This picture by Manila Standard’s photographer Lino Santos, snapped on Feb. 25 during the annual cultural showcase 2018 Caracol Festival, has been announced by the local government unit as third placer. It shows groups of students and residents, dressed in nature-inspired, colorful costumes, performing to a variety of musical arrangements as they vied for the top prizes in the costume and dance competition. This is Makati City’s version of Mardi Gras.
