Caloocan City Mayor Oscar Malapitan delivers his speech in the graduation ceremonies for more than 4,000 college students of the University of Caloocan City at the Mall of Asia Arena. Joining the mayor were Transportation Undersecretary for Rails Cesar Chavez, UCC vice president Marilyn de Jesus, Councilor Karina Teh, District 2 Rep. Along Malapitan, UCC president Atty. Rene Richard Salazar, Business Permits and Licensing Office chief Atty. Emmanuel Emilio Vergara, and UCC dean of graduate school Joel Feliciano.
