ONE of the commissioners of the Social Security System—Jose Gabriel “Pompee” La Viña—on Monday filed administrative raps against SSS executive vice president Rizaldy Capulong and 20 others before the Office of the Ombudsman for alleged anomalous approval of 253 media contracts.
The contracts amounting to P146 million in 2016 to 2017 for advertisements of print, radio, and broadcast media outlets were coursed through direct contracting, he said.
He added the SSS should have resorted to public bidding, instead of direct contracting that violated the Government Procurement Reform Act to favor several media companies.
In a 62-page complaint, La Viña included Senior Vice President May Catherine Ciriaco, Media Affairs Department head Ma. Luisa Sebastian and Corporate Communications head Sonia Guinto.
