Starting today, e-bikes, e-trikes, tricycles, pedicabs, pushcarts, and similar electric vehicles will be banned on national roads, circumferential roads, and radial roads in Metro Manila.

The list of roads covered by the MMDA’s Memorandum Circular No. 4 includes Recto Avenue; Pres. Quirino Avenue; Araneta Avenue; EDSA; Katipunan/C.P. Garcia; Southeast Metro Manila Expressway; Roxas Boulevard; Taft Avenue; Osmeña Highway or South Super Highway; Shaw Boulevard; Ortigas Avenue;

Magsaysay Boulevard/Aurora Boulevard; Quezon Avenue/ Commonwealth Avenue; A. Bonifacio Avenue; Rizal Avenue; Del Pan/Marcos Highway/McArthur Highway; Elliptical Road; Mindanao Avenue; Marcos Highway; Boni Avenue; and España Boulevard.

Metropolitan Manila Development Authority acting chairman Romando Artes said violators will be apprehended and steep fines will be imposed on them.

A P2,500 fine will be charged for those who violate the rule, but for those with no licenses or no vehicle registration documents, their vehicles will be impounded.

“The penalty is P2,500, but if you don’t have a license or registration, your e-bikes or e-trikes will be impounded,” he added.

Data from the MMDA Road Safety Unit show that there were 907 e-bike, e-trike, and e-scooter-related road crash statistics in Metro Manila in 2023, nearly triple from the 309 accidents listed last 2019.

“There is nothing new in this regulation. The MMDA will enforce the prohibitions because we can see that the number of accidents involving them are increasing as well as disregard for traffic rules and regulations. We will not wait for this to worsen before we make our move,” Artes said at a press briefing.
