Megawide-GMR Consortium, a joint venture of Megawide Construction Corp. and GMR Infrastructure of India, submitted the lowest bid among five groups for the engineering, procurement and construction of the P12.5-billion Clark International Airport expansion project.
The Transportation Department and the Bases Conversion and Development Authority said Megawide-GMR Consortium submitted a financial proposal of P9.36 billion for the project, lower than the proposals of China State Construction Engineering Corp. Ltd. amounting to P12.29 billion; China Harbour Engineering Co. Ltd., P11.73 billion; Sinohydro Corp. Ltd., P10.67 billion; and the consortium of Tokwing Construction Corp. and China Machinery Engineering Corp., P12.44 billion.
Megawide-GMR Consortium’s proposal is still subject to a thorough review and post-qualification by the special bids and awards committee.
Louie Ferrer, the consortium representative, said the company would ensure that they would meet all post-qualification requirements.
“We’re also bringing our learnings from MCIA Terminal 2 to Clark. Megawide will be able to deliver CIA’s [Clark International Airport’s] construction requirements on time and with the same quality of engineering excellence that the company is known for. Clark has immense potential and we share the government’s vision in anticipating CIA’s growth and future needs,” he said.
Megawide-GMR Consortium is the builder and operator of the new Cebu-Mactan International Airport,
“The Clark EPC project will generate more jobs for Filipino construction workers and engineers. It will also generate business for local suppliers, contractors, even financial institutions! Infrastructure projects can have a positive, inclusive effect on the economy and we look forward to partnering with Filipino talents to deliver another world class terminal,” Ferrer said.
Meanwhile, the International Finance Corp.-World Bank, the acting lead transaction adviser to BCDA in the conduct of the bidding activities for the Clark International Airport expansion project, announced that none among the bidders which submitted the eligibility documents was included in the list of debarred firms of the World Bank.
The Clark International Airport new terminal building is envisioned to accommodate an additional 8 million passengers per annum. The expansion project also involves the construction and installation of all required associated facilities”•both landside and airside, to support operations of the new terminal.
The new terminal building will break ground on Dec. 20, 2017 at the Clark Civil Aviation Complex in Pampanga. Currently, Clark airport has an annual capacity of four million passengers.
Airlines operating in Clark include Qatar Airways, Cebu Pacific, Tigerair, Jin Air, Asiana Airlines, Dragon Air, AirAsia Berhad, Philippine Airlines and Emirates Airlines.
These airlines mount flights to Hong Kong, Singapore, Bangkok, Macau, Pudong, Incheon, Doha, Dubai, Davao , Cebu and Kalibo.
The Megawide-GMR won a 25-year concession agreement in December 2013 that involved the renovation of the Terminal 1 of Mactan Cebu airport as well as the design, financing, construction and operation of a second terminal. It submitted the highest bid of P14.4 billion.
The P14.4-billion premium paid by GMR-Megawide was on top of the P17.5 billion that would be spent on a new passenger terminal.
