A consumer group asked the Energy Regulatory Commission to dismiss the three power supply agreements of Manila Electric Co. that had no environmental compliance certificates.

Meralco filed the PSAs prior to the implementation of the competitive selection process directing distribution firms and electric cooperatives to bid out their requirements.

Romeo Junia, the representative of the Power for People Coalition, said those PSA applications should have been dismissed at the time of filing or should not have been docketed at all for lack of ECCs.

The ERC suspended the processing of the three Meralco PSA applications in 2016.

The PSAs cover contracts with Central Luzon Premiere Power. Corp., Mariveles Power Generation Corp., and Global Luzon Energy Development Corp. involving the supply of 1,600 megawatts.

Junia filed a motion to dismiss what he called defective applications.  “We still hope, though, that the new ERC leadership will eventually stand with the consumers and push for the even-handed implementation of commission rules,” Junia said.
