Interpol issues alert vs former executives of Skyway operator

The International Police Organization  issued a red notice for the arrest of two Indonesians and their Filipino cohorts who allegedly siphoned more than P50 million from Citra Metro Manila Tollways Corp. in November 2012.

Interpol issued Red Notice A-8285/9-2017 on Sept. 8 alerting its member countries to locate, arrest and extradite Shadik Wahono, Nadiya Windiyani Stamboel, Alvin Bugtas and Fema Christina Piramide-Sayson who were charged before the Marikina regional trial court for qualified theft, a crime punishable by a maximum jail term of 20 years.

“Assurances are given that extradition will be sought upon arrest of the person, in conformity with national laws and/or applicable bilateral and multilateral treaties… The request is to be treated as a formal request for provisional arrest, in conformity with national laws and/or the applicable bilateral or multilateral treaties,” the Interpol said.

The National Bureau of Investigation earlier asked Interpol to issue a red notice for the arrest of the suspects.

San Miguel Holdings Corp. accused the four suspects of funneling P50,250,000 from CMMTC, operator of Skyway, into another account which Wahono allegedly created called Citra Central Expressway Corp.

SMHC alleged that Wahono did not inform the CMMTC board about the transfer of the money, which was listed as a loan. It was only when SMHC took control of CMMTC that the holding firm found it was made to pay for a company it already owned. 

Neither Wahono nor Stamboel could be found when agents of the National Bureau of Investigation tried to serve arrest warrants at Wahono’s unit at Rockwell Residential Tower Condominium in Makati and Stamboel’s unit at the Renaissance 3000 condominium in Pasig City. 

NBI records showed that Wahono arrived in the country in October 2014 but had no record of departure while Stamboel arrived in the country on May 5 and left on May 17.

The Interpol issues red notices against persons wanted by national jurisdictions for prosecution or to serve a sentence based on an arrest warrant or court decision. Interpol’s role is to assist the national police forces in identifying and locating these persons with a view to their arrest and extradition or similar lawful action.

Records showed that Wahono was born on Nov. 29, 1962 in Jakarta, Indonesia while Stamboel was born on April 29, 1960 in Jawa Barat, Indonesia.

San Miguel earlier filed a criminal complaint for qualified theft against Wahono before the Marikina regional trial court for alleged unauthorized disbursement of CMMTC funds of which both SMHC and Wahono at that time were major shareholders.
