How the Freeport Area of Bataan is Opening New Pathways for Blockchain and Fintech Enterprises
The Authority of the Freeport Area of Bataan (AFAB) is expanding the role of the Freeport into the digital economy, positioning it as a regulated base for fintech, blockchain, and other emerging digital enterprises. Long associated with manufacturing and logistics, the Freeport Area of Bataan is now accommodating technology-driven activities alongside its established industries.

Enabled by Republic Act 11453, AFAB holds a unique mandate among the country’s investment promotion agencies: the authority to license and regulate enterprises engaged in blockchain, financial technologies, and other emerging digital sectors.


To support these enterprises, AFAB established a Virtual Office facility within its Administration Building in FAB, Mariveles, Bataan. The facility provides a compliant business address, meeting and collaboration spaces, and administrative support for enterprises that do not require traditional office infrastructure. This allows enterprises to operate remotely while remaining anchored in a secure and regulated investment zone.

Complementing this initiative are policies designed to accommodate these industries, creating clearer pathways for enterprises whose operations rely on systems rather than physical supply chains.
This shift does not replace the Freeport’s established strengths in manufacturing and logistics. Instead, it expands the ecosystem, allowing traditional industries to operate alongside fintech, blockchain, and digital service enterprises within a single, well governed zone.
