Erwin Tulfo thanks CHR for backing paternal support bill

House Deputy Majority Leader and ACT-CIS Rep. Erwin Tulfo expressed his gratitude to the Commission on Human Rights (CHR) for supporting his bill imposing punishment on fathers unable to provide paternal support to their children.

In a statement, Rep. Tulfo said, “Malaking tulong ang suporta ng CHR, knowing na nasa likod natin at ng mga single mom ang ahensyang ito (The support of the CHR is a big help, knowing that this agency is behind us and the single mothers).”

Tulfo last year filed House Bill 8987 or the “An Act Punishing the Willful Failure to Pay Paternal Child Support,” which was co-authored by some other congressmen.

HB 8987 had already passed the House Committee on Child Welfare and is already with the Appropriations Committee to be studied and to determine the fund needed to implement it once it becomes a law, since there is a need to set up an office with the Department of Social Welfare and Development (DSWD) that would support the provision on child support.

In an interview, CHR Commissioner Faydah Dumarpa said that they are already awaiting the turning into law of HB 8987.

“This will help a lot of single moms na makakakuha ng sustento sa kanilang ex para sa anak nila (This will greatly help single mothers who are trying to get support from their ex-partners for their children),” Dumarpa said.

Under the proposed law filed by Tulfo, a father who refuses or unable to provide support to his child even if he has the financial capability to do may face imprisonment of up to six years.

Dumarpa explained that neglecting to provide support to a child is a violation of a right of a child and would fall under a “Violence Against Women and Children” or VAWC because it is an economic deprivation.
