Gov’t issues over 2.2K safe conduct passes to rebels

A total of 2,260 Safe Conduct Passes (SCPs) were issued to members of various armed groups across the archipelago as of December 5th, according to the National Amnesty Commission (NAC).

According to NAC, 2,033 of the 2,260 total were issued to members of the CPP-NPA-NDF (Communist Party of the Philippines, New People’s Army, National Democratic Front).

Data from NAC highlights Mindanao as the epicenter of these initiatives, logging the highest number of passes at 1,060. This figure is nearly double the count for the Visayas and significantly surpasses Luzon.

Specifically, the data shows 200 passes were issued to the MILF (Moro Islamic Liberation Front) in Mindanao, while the MNLF (Moro National Liberation Front) was issued 10 passes in the region, alongside 10 in Luzon.

Beyond Mindanao, Luzon accounted for 774 total SCPs, with 762 going to the CPP-NPA-NDF. The Visayas recorded 426 passes, predominantly going to the Communist group (422).

The region also accounts for the majority of passes given to the RPMP-RPA-ABB (Revolutionary Proletarian Army-Alex Boncayao Brigade), which received four of the six passes issued to that group.

The SCP allows applicants to access the government’s amnesty program without fear of arrest.

The document will ensure their safety and security as they wait for the result of their application.
