A group of Bicolano lawmakers is pushing for the creation of a quick-response agency to strengthen the country’s cyber defense infrastructure.
House Bill 2826, filed by CamSur Reps. Migz and Luigi Villafuerte, seeks to establish a National Cybersecurity Agency (NCSA) under the Department of Information and Communications Technology (DICT). The agency would standardize protocols for threat detection, information sharing, and incident response.
The proposal follows a recent DICT warning of a possible Distributed Denial of Service (DDoS) “traffic flood” that could disrupt websites and apps. The Philippine National Police said it has been coordinating with the DICT to bolster system firewalls and data integrity.
The NCSA would include a National Computer Emergency Response Team (NCERT) composed of cybersecurity experts to respond to incidents and support government agencies through liaison networks.
The lawmakers said the bill is among the priority measures under the Common Legislative Agenda and is vital to protecting critical information infrastructure and securing the nation’s digital future.
