MMDA sets traffic plans, safety measures for Undas break

The Metropolitan Manila Development Authority (MMDA) has initiated a meeting with local government officials to discuss the traffic and safety measures in place for the traditional observance of All Saints’ Day and All Souls’ Day.

The MMDA said their plans are anchored on the policy of ensuring the safety and convenience of the public going to and coming from provinces for the holiday break.

Officials from the Philippine National Police, Highway Patrol Group, and Department of Transportation, as well as representatives from the North and South Luzon Expressways, attended the meeting held at the MMDA central office in Pasig City on Thursday, October 23.

The discussions focused on enhancing collaboration to ensure orderliness and road safety during the holiday break. Strategies include increased traffic management personnel and the establishment of designated areas for public gatherings.

MMDA General Manager Usec. Procopio Lipana said the collaboration of every agency and local government units (LGUs) is crucial to mitigate the anticipated traffic congestion and the influx of individuals visiting cemeteries. 

“It has been decided to promptly establish help desks, along with deploying police and traffic personnel, beginning October 29 at bus terminals and major cemeteries throughout Metro Manila,” said Lipana.

In addition to these measures, the MMDA plans to implement a public awareness campaign to inform motorists on alternative routes and encourage the use of public transportation. 

Lipana said this proactive approach seeks to minimize disruptions and promote a smoother flow of traffic.

The MMDA will implement the program dubbed “Oplan Undas 2025” from October 25 to November 3, and assigned a total of 2,403 personnel.

MMDA Chairman Romando Artes directed the traffic heads to coordinate with the North Luzon Expressway and South Luzon Expressway for faster vehicular movement in Metro Manila.

The Road Emergency Group will also set up public assistance centers with tents and ambulances at Metro Manila’s five major cemeteries, including Manila North Cemetery, South Cemetery, Loyola Memorial Park, Bagbag Public Cemetery, and San Juan Public Cemetery.

The Metro Parkways Clearing Group will assist in conducting cleanup operations in the vicinity of cemeteries and memorial parks, while the team from the Communications and Command Center is tasked with monitoring traffic situations in the metropolis, addressing public concerns, and providing real-time traffic updates.
