The House Infra Committee investigating the alleged ghost flood control projects resumed its hearing on Tuesday, with Pasig Mayor Vico Sotto as one of the joint panel’s resource persons.
The joint investigation body—composed of the Committees on Public Works and Highways, Public Accounts, and Public Accountability—is headed by Bicol Saro Rep. Terry Ridon.
Sotto earlier warned the public to keep vigilant and discerning as contractors Pacifico “Curlee” Discaya and his wife, Cezarah “Sarah” Discaya are “capable of lying” to evade conviction.
“I noticed many inconsistencies in their statement,” Sotto’s social media post read, referring to the couple’s testimonials on flood control projects before the Senate blue ribbon committee.
The Ridon-led panel also expects the presence of Senator Mark Villar’s cousin, Carlo R. Aguilar, after being summoned by the joint mega panel upon the request of Las Piñas Rep. Mark Anthony Santos.
Santos asked the panel to issue subpoenas against four contractors accused of cornering hundreds of millions of pesos worth of projects in the city.
The firms subpoenaed were Zero One Construction and Trading Inc., Omnicon Builders, I&E Construction Corp., and E.F. Chua Construction Inc.
The InfraComm likewise summoned Sarah Discaya, president of Alpha and Omega General Contractor and Development Corp., whose companies also amassed multimillion-peso contracts in Las Piñas from 2022 to 2025.
Aguilar, former Las Piñas councilor, defeated mayoralty candidate, nephew of former Senator Cynthia Villar, and first cousin of Senator Mark Villar, who once headed the Department of Public Works and Highways (DPWH).
Documents obtained by Santos revealed Aguilar is the managing officer of I&E Construction Corp., which bagged 33 of 339 multi million-peso projects in Las Piñas since 2022.
