Gatchalian assures continued ALS funding in GAA 2025

Senator Sherwin Gatchalian announced that the 2025 national budget will continue funding for the Alternative Learning System (ALS) and support learners with disabilities.

The recently signed General Appropriations Act allocates ₱634.083 million for Flexible Learning Options to enhance ALS programs.

This funding will cover ALS learning resources, transportation, and teaching allowances for ALS teachers and Community ALS Implementers engaged by the Department of Education.

“We have ensured that the 2025 national budget will not leave behind our students and teachers in the Alternative Learning System (ALS), as well as those with disabilities,” stated Gatchalian, who also chairs the Senate Committee on Basic Education.  

Gatchalian initially proposed ₱632.5 million for ALS, emphasizing its importance in providing educational opportunities.

“It is crucial to support programs that promote their welfare and provide opportunities for accessible and high-quality education. Therefore, we have made certain that adequate funding is allocated for the effective implementation of these initiatives,” he added. 

The ALS serves as a parallel learning system, offering an alternative to traditional education for out-of-school children and adult learners, including indigenous peoples.

Additionally, ₱100 million is designated for Textbooks and Other Instructional Materials to assist learners with disabilities in both formal education and ALS.

This allocation will support various delivery methods, including electronic formats and personal safety lessons tailored for these learners.

Gatchalian highlighted that this funding aligns with Republic Act No. 11650, which promotes inclusive education for students with disabilities.

The law mandates equitable access to quality education in all public and private schools, prohibiting discrimination based on disability.
