SAN PABLO CITY, Laguna–Senator Bong Revilla is championing the Kabalikat sa Pagtuturo (KaP) Act, a legislative initiative designed to empower and support underprivileged but talented learners across the nation.
Revilla recently brought the Assistance to Individuals in Crisis Situations (AICS) program to San Pablo City, directly benefiting 1,500 individuals.
He told the Manila Standard after the AICS distribution event in San Pablo City, that as the principal author and sponsor of the bill, he considers education not just a privilege but a fundamental right that should be accessible to all.
The KaP Act aims to establish a partnership between the government and educational institutions to provide scholarships, mentorship programs, and enhanced learning resources for students who demonstrate potential yet face financial hardships.
“This act is about creating a framework where every bright student, regardless of their background, can harness their potential and pursue their dreams,” Revilla said.
In addition to the KaP Act, Revilla has also been instrumental in the passage of the Anti “No Permit No Exam” Law and the “Free College Entrance Examinations Act.” Both pieces of legislation reflect his unwavering commitment to ensuring that no student is deprived of educational opportunities due to financial constraints.
The Anti “No Permit No Exam” Law prohibits schools from implementing policies that deny students the right to take exams if they have not paid tuition fees. This landmark law has already begun to change the landscape of education for many Filipino students, alleviating the burden of late payments and allowing them to focus on their studies rather than stress over financial obligations.
Meanwhile, the Free College Entrance Examinations Act eliminates fees for college entrance exams, further breaking down financial barriers that often prevent capable students from pursuing higher education. “Our goal is to make education inclusive, to remove any obstacles that stand in the way of our youth’s path to success,” Revilla added, underscoring the importance of these laws in building a more equitable educational system.
As discussions surrounding the KaP Act gain momentum, advocates for education reform are rallying behind Revilla’s vision. Many believe that empowering marginalized students through quality education is crucial for fostering a skilled, informed, and competitive workforce in the country.

Congressman Amben Amante, the mayor’s son and also running for reelection, extended his thanks to the Senator.
