Tuguegarao goes under ECQ for 10 days – mayor

TUGUEGARAO CITY—Tuguegarao Mayor Jefferson P. Soriano has signed Executive Order No. 14, returning the city to Enhanced Community Quarantine for 10 days due to the alarming increase of confirmed COVID-19 cases and the current surge of asymptomatic and mild cases.

The city, which is currently under Modified General Community Quarantine, has been placed under ECQ from 12:01 of January 20 until midnight of January 29, the City Information office said.

Soriano earlier recommended to the Regional Inter-Agency Task Force of Cagayan to place the city back under ECQ. 

“Should there be an increase in the number of cases of this deadly virus, I would possibly extend the ECQ statement for five more days if necessary,” he said.

Cagayan Governor Manuel N. Mamba said in an earlier briefing that he will endorse Soriano’s proposal.

The data states that on January 18, Tuguegarao recorded a total of 236 confirmed cases in 30 out of the 49 barangays, or 61 percent of the total number of barangays.

The Regional Inter-Agency Task Force approved the recommendation after 81 active cases of COVID-19 were recorded in a single day.

The city government has recorded 985 COVID-19 cases, 222 of which are currently ill with the coronavirus. Recoveries are at 748, while deaths stand at 15.

Protocols to be observed under the ECQ are that minimum public health standards shall be complied with during its duration, wearing at all times of face mask and face shield, washing of hands regularly, and observing social distancing.

On strict home quarantine are any person below 18 years of age and 65 above and those with health risks are required to stay in their residence. 

COVID Shield Protection Pass is required when going out in their respective barangays. Curfew hours will be from 9 pm to 5 am. No mass gathering and no dine in is allowed in food shops, with only takeout or deliveries allowed.

A citywide liquor ban is also imposed, and the selling of alcoholic beverages and drinking in public is prohibited.

Frontliners will be at a full operational capacity while there will be 50% operational capacity and the adoption of work-from-home measures, including media establishments and field employees.

Government offices may operate with a skeleton workforce not exceeding 20% of their operational capacity. This includes banks, other medical and dental offices, rehabilitation and optometry clinics, and drug stores, among others.

Non-residents of Tuguegarao are barred from entering the city, except those working in the government with the presentation of their valid ID, and valid travel documents for those coming from adjacent towns.

Face to face classes and public transportation are suspended. The use of private transport shall be governed by the Omnibus Public and Private Transport Protocols during the ECQ, MECQ, and GCQ set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF_EID) and the Department of Transportation.

The return of Locally Stranded Individual (LSIs), non-residents and businessmen is likewise suspended in the city.

The city government urged everyone to follow the minimum health standards amid the pandemic, stressing that this will safeguard every member of the family and the community from this infectious disease.
