ANGELES CITY—Mayor Carmelo Lazatin Jr. has directed the City Environment and Natural Resources Office (CENRO) to investigate the overflowing creek in Barangay Balibago, which has been clogged with garbage.

Heavy rains on March 27 caused the creek to overflow, spreading floodwaters mixed with trash throughout the area.

To address the issue, Lazatin ordered a massive community cleanup on March 29, 2025, at 7:00 AM. The effort will be led by CENRO, headed by Jennifer Castro; the Environmental Management System (EMS), led by Francis Pangilinan; and Barangay Balibago officials, under Punong Barangay Joseph Ponce. Lazatin emphasized the importance of sustained cleanup efforts, stating, “This incident highlights the urgent need to prevent waste buildup and ensure ongoing environmental protection.”

Following an inspection, CENRO Head Jennifer Castro confirmed that significant waste had accumulated in various areas of Balibago, particularly in the creek.
