COA flags Negros city on financial discrepancies

The Commission on Audit (COA) flagged Kabankalan City, Negros Occidental, for significant financial discrepancies in 2023, including underutilized disaster and development funds, unrecorded land assets, and overstated cash balances.

COA found the city failed to revert P11.113 million in unused disaster funds to the General Fund and underutilized its 2023 disaster management budget, leaving P132.119 million unspent.

The city also did not record 128 land parcels valued at P357 million, due to a lack of documentation from the General Services Office.

The city’s cash-in-bank account was overstated by P3.835 million due to unrecorded reconciling items, and only 52.31% of the Development Fund was utilized. Additionally, P69.609 million in disbursement vouchers were not submitted for audit.

Other findings included delayed tax and contribution remittances, non-compliance with disclosure policies, outstanding disallowances, and poor project monitoring. City officials have pledged to address these issues.
