ERC sets price for fixed bottom offshore wind

The Energy Regulatory Commission (ERC) has approved a preliminary Green Energy Auction Reserve Price for Round 5 (GEAR5) of P10.3859 per kilowatt-hour (kWh) for fixed-bottom offshore wind projects.

The auction is a key step toward the Department of Energy’s (DOE) plan to achieve the Philippine Energy Plan, according to ERC chairperson Francis Saturnino Juan.

The technology, which will be the first of its kind in the country, has a total potential capacity of more than 68 gigawatts and is vital for energy security.

The GEA-5 covers only fixed-bottom offshore wind for the 2028–2030 delivery period with an installation target of 3,300 megawatts (MW). The DOE selected the technology for the auction due to its established global track record, cost-efficiency and scalability. This aims to expedite the near-term deployment of offshore wind, aligning with the country’s climate objectives and need for reliable renewable energy generation.

The preliminary GEA-5 rate would undergo a series of public consultations, starting Dec. 12, 2025, with a deadline for submission of comments on Dec. 19, 2025.
