BIR fast-tracks emergency fuel imports for PNOC

The Bureau of Internal Revenue (BIR) has authorized the emergency importation of petroleum products by PNOC Exploration Corp. (PNOC-EC) through a special permit issued by its Large Taxpayers Service.

The move is part of the government’s response under Executive Order 110, series of 2026, which declared a state of national energy emergency and authorized the Unified Package for Livelihoods, Industry, Food and Transport.

PNOC-EC earlier informed the tax bureau it would immediately import petroleum products as an emergency measure.

The Large Taxpayers Service subsequently worked with the state-run company on documentary and procedural requirements to process the import transaction and issue the special permit.

The BIR said it is coordinating with PNOC-EC on requirements to support expedited processing for future fuel importations by the company.

“The BIR, through its Large Taxpayers Service, will continue to work closely with PNOC to ensure the timely processing of requirements for current and future emergency fuel importations, in support of the whole-of-government response authorized under Executive Order 110 to help safeguard the country’s energy supply,” BIR Commissioner Charlito Martin Mendoza said.
