Converge ICT Solutions Inc. secured the top spot in the Department of Information and Communications Technology’s 2025 performance audit, earning recognition as the country’s fastest and most consistent broadband provider.
According to the analysis report, conducted through the agency’s “Oplan Bantay Signal” program, Converge achieved an average speed of 193.61 Mbps in Metro Manila across nearly 700,000 speed tests. The report noted the results “proving excellence at massive urban scale.”
The DICT’s Oplan Bantay Signal provides an analysis of network performance data from across the nation. The report assesses service quality and coverage effectiveness through nationwide monitoring of critical metrics.
“Converge ICT’s performance sets the national benchmark for fixed broadband excellence,” DICT Secretary Henry Aguda said in the report. “The company demonstrates that fiber infrastructure can deliver consistent, high-quality service across diverse geographic conditions.”
The report detailed that Converge logged the best average download and upload speeds, as well as a latency of 10.67 milliseconds, which was noted as optimal for real-time applications.
“Beyond these metrics of upload and download speeds, we are actively improving our network for increased reliability and consistency in performance,” said Benjamin Azada, Converge chief operations officer. “We are looking at this from multiple perspectives, but definitely this is a badge of honor for us.”
Azada added that the report also highlighted specific areas requiring improvement.
“We recognize this call and we pledge to focus our attention on these areas experiencing low or intermittent connectivity,” Azada said. “Yearly we allocate a budget not just for network expansion but also repair and recovery.”
Azada noted that the review validates third-party assessments, notably by Ookla, which named Converge the “Fastest Fixed Network” in the first half of 2025.
“In line with the president’s vision that nobody should be left offline, and through the Digital Bayanihan initiative, we are determined to bring reliable internet to every Filipino,” Aguda said.
