SEC extends discounts for small businesses

The Securities and Exchange Commission (SEC) said Monday it extended discounted rates for transactions involving micro, small and medium enterprises to lower costs for business growth.

The move, outlined in Memorandum Circular 2, Series of 2026, aims to provide smaller firms more time to register and raise capital.

A 20-percent discount on corporate registration fees for these enterprises is now available until March 31, while a 50-percent discount on securities registration fees remains in effect until June 30.

The discounts also apply to securities registered through streamlined processes for power generation and distribution utilities, real estate developers managing rental pools, agri-business firms and hospitals.

The regulator has granted about P34.5 million in registration and filing fee discounts to 15,425 small businesses since implementing lower rates in July 2025, according to data as of December 2025.

SEC chairman Francisco Lim said the agency is entering the new year with a commitment to support small business expansion due to their role in driving economic growth.
