The Department of Energy (DOE) launched its first competitive auction dedicated to fixed-bottom offshore wind (OSW) projects to secure 3,300 megawatts (MW) for delivery between 2028 and 2030.
The Fifth Round of the Green Energy Auction (GEA-5) is designed to accelerate the entry of large-scale OSW into the nation’s energy mix and attract global investment.
Energy Secretary Sharon Garin said the final terms of reference (TOR) reflect extensive coordination across agencies and industry groups, providing developers with clear rules and milestones.
“This auction pushes offshore wind from potential to reality. With clear rules, milestones, and dedicated infrastructure planning, developers can now move from early studies to bankable projects,” Garin said.
“Offshore wind can anchor our long-term clean energy transition. GEA-5 signals the Philippines is ready to compete for global investment,” she said.
The final TOR introduces several key refinements. It restricts the auction to fixed-bottom offshore wind only, consistent with current grid and port readiness. It sets a 20-year supply delivery period, with Green Energy Tariff (GET) payments starting at commissioning and Wholesale Electricity Spot Market registration.
