More than 70 families in San Jose del Monte City in Bulacan have become landowners after they received their transfer certificates of title (TCTs) from the Social Housing Finance Corp. (SHFC) through its Community Mortgage Program (CMP) on Oct. 14, 2025.
The titles, presented in a ceremony at the City Convention Center, mark a new beginning for the 72 member-beneficiaries from nine homeowners’ associations, giving them ownership of the land they have long occupied.
The CMP is a central part of President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
SHFC president and chief executive Federico Laxa cited the significance of the titles. “These titles represent wealth and a legacy that can be passed on to your children,” Laxa said.
“You are now assured that the land where your home stands is truly yours,” he said.
One of the new title holders, Raymond Cortez, a 53-year-old from Bagong Buhay Francisco HOAI Phase 1, expressed his relief after years of renting.
“I was overjoyed when I was included in the awarding because no one will be able to drive us away from there anymore,” he said.
The event was attended by Laxa, together with Mayor Florida Robes and Rep. Arthur Robes. Mayor Robes lauded the SHFC’s efforts, noting that the program helps more San Joseños gain access to affordable housing and land ownership.
SHFC said it continues to advance its mission with the Enhanced Community Mortgage Program (ECMP), which features a streamlined application process, expanded loan coverage, reduced interest rates and targeted subsidies.
SHFC has approved 25 ECMP projects expected to benefit over 4,100 families nationwide and aims to approve a total of 34 projects covering more than five thousand families by the end of October.
The 4PH Program is implemented by the Department of Human Settlements and Urban Development.
