Gov’t unveils roadmap for 2028 electrification

The Department of Energy (DOE) and the National Electrification Administration (NEA) on Wednesday unveiled a plan to bring electricity to all remaining unserved households and communities across the Philippines by 2028.

The initiative responds to President Ferdinand Marcos Jr.’s directive in his fourth State of the Nation Address (SONA) for total household electrification.

The DOE estimates that about 3.08 million households require electricity connection by 2028. As of December 2024, the national household electrification level stood at 94.75 percent, covering 27.9 million households.

“Now, our electrification is at about 95 percent,” Energy Secretary Sharon Garin said during a post-SONA briefing. “So NEA and DOE will pursue the 5 percent. It is a big job, but that is the President’s order.”

Garin outlined three key approaches to achieve the electrification goal: microgrids, solarized homes, and expanding electric cooperatives.
