PAGCOR vows to follow laws, rules on online gambling

State-run Philippine Amusement and Gaming Corp. (PAGCOR) said it will follow laws and regulations on online gambling.

“PAGCOR is duty-bound to follow any and all relevant regulations once they are passed by Congress and signed into law by the President,” the agency said in a statement.

It issued the statement in response to several proposed bills filed in the House of Representatives and the Senate calling for a crackdown on online gambling.

House Bill 721, filed on July 1, 2025, seeks to prevent e-wallet from promoting online gambling sites on their apps.

Senator Sherwin Gatchalian also filed a bill aimed to prohibit the use of e-wallet for online gambling.

Meanwhile, Senator Juan Miguel Zubiri is pushing an outright ban on online gambling in the country.

“It is the prerogative of our lawmakers to propose laws which they think will be beneficial to the public,” PAGCOR said.

Data showed that e-games and e-bingo accounted for nearly half of the gross gaming revenues in the first quarter of 2025.

PAGCOR reported that e-games and e-bingo contributed P51.39 billion, or 49.36 percent of the gross gaming revenue amounting to P104.12 billion in the first three months of the year.

This eclipsed the P49.28-billion contribution of local casinos, representing 47.32 percent of the gross gaming revenues.

PAGCOR said it remains fully committed to intensifying its efforts in the ongoing battle against the proliferation of illegal online gaming activities, together with like-minded agencies and organizations and with the support of all gaming industry stakeholders.
