DOE auctions 9,378 MW of solar,onshore wind projects under GEA-4

The Department of Energy (DOE) on Wednesday released the terms of reference (TOR) for the fourth round of the Green Energy Auction (GEA-4), providing a clear framework for the auction process for 9,378 megawatts (MW) of renewable energy capacity.

The TOR sets out the technical, financial and commercial requirements to govern project selection, ensuring a transparent and competitive bidding process.

GEA-4 aims to accelerate the country’s renewable energy transition through new capacity from ground-mounted solar, roof-mounted solar, floating solar and onshore wind projects.

The DOE is auctioning 2,372 MW of installation target for Luzon for delivery in 2026 composed of 1,000 MW ground-mounted solar, 12 MW roof-mounted solar, 1,040 MW floating dollar and 320 MW onshore wind projects.

It is also auctioning 249 MW ground-mounted solar and 12 MW roof-mounted solar for the Visayas grid and 120 MW ground-mounted solar for Mindanao.

Meanwhile, the DOE is auctioning 1,976 MW for Luzon for delivery in 2027 composed of 600 MW ground-mounted solar, 6MW roof-mounted solar, 920 MW floating solar and 450 MW onshore wind.

It is auctioning 180 MW ground mounted solar and 170 MW onshore wind for the Visayas and 30 MW ground-mounted solar, and 6 MW roof-mounted solar in the Mindanao grid.

The DOE is also auctioning 2,025 MW for Luzon for delivery in 2028 composed of 720 MW ground-mounted solar, 855 MW floating solar and 450 MW onshore wind.

It said that for the Visayas, it is auctioning 480 MW ground-mounted solar, 25 MW floating solar and 200 MW wind while in Mindanao, it is auctioning 30 MW ground-mounted solar and 6MW roof-mounted solar.

The agency said that for 2029, it is looking at a total installation target of 850 MW for Luzon composed of 240 MW ground-mounted solar, 160 MW floating solar and 450 MW onshore wind.

In the Visayas, the DOE is auctioning 180 MW ground-mounted solar, 6MW roof-mounted solar and 150 MW onshore wind while in Mindanao, it is seeking bids for 120 MW ground-mounted solar and 200 MW onshore wind.

The round also marks a milestone as the first auction to integrate Renewable Energy and Energy Storage Systems (IRESS), specifically solar power plants paired with Battery Energy Storage Systems (BESS).

The DOE said that with an additional 1,100 MW of solar capacity equipped with energy storage, these projects are expected to enhance grid reliability and flexibility while supporting the country’s growing electricity demand.

“The release of the TOR for GEA-4 underscores the Philippines’ commitment to transitioning to clean energy while ensuring energy security. By ensuring a transparent and competitive selection process for renewable energy projects, we are accelerating the shift toward a more sustainable, secure, and resilient energy system,” said Undersecretary Rowena Cristina Guevara.
