Consul General Iric Cruz Arribas of the Philippine Consulate in Guangzhou shared his vision for enhancing bilateral ties between the Philippines and China, with a focus on trade, culture and education.
In an exclusive interview with Manila Standard reporter Michael Wong Ho on Nov. 13, 2024, Arribas, who assumed his role in June 2024, expressed enthusiasm for working in Guangzhou, describing it as a key business hub with a vibrant cultural scene.
He highlighted the upcoming 50th anniversary of diplomatic relations between the two countries in 2025, and said that both are preparing a series of celebrations.
He also noted that Guangzhou and Manila, which are sister cities since 1980, can play a significant role in strengthening people-to-people ties.
A key initiative for Arribas is promoting Filipino culture and cuisine in Guangzhou. Despite the city’s reputation as a gastronomic capital, he pointed out the lack of Filipino restaurants and is working to introduce Filipino chefs to top hotels in the area.
“We’re excited to showcase our food culture and hope to see Filipino restaurants opening in the future,” he said.
He is also collaborating with local museums to introduce Filipino culture to the residents of Guangzhou.
“Cultural exchange is an essential part of deepening understanding between our nations. We hope to bring Filipino art, history, and traditions to Guangzhou, which will enrich the cultural experience of both our peoples,” he said.
Arribas is also focusing on educational exchanges, particularly in English language learning. He emphasized the demand for English teachers in China and hopes to see more Filipino teachers take advantage of this opportunity.
While the bilateral relationship holds much potential, Arribas acknowledged challenges such as the reduction in direct flights between Manila and Guangzhou, citing efforts to combat crimes like human trafficking and illegal recruitment related to Philippine Offshore Gaming Operators (POGOs) as contributing factors.
He stressed the importance of revitalizing economic, educational, and cultural exchanges, particularly through partnerships with organizations like the Federation of Filipino Chinese Chambers of Commerce and Industry (FFCCCII) and people-to-people associations.
On trade, Arribas is working with the Department of Trade and Industry (DTI) to help Philippine products enter the Chinese market and assist Filipino businesses with intellectual property registration.
Arribas joined the Department of Foreign Affairs in 2000, has served in various Philippine embassies including in Spain, India, South Korea and Saudi Arabia.
Prior to his assignment in Guangzhou, he was the minister and consul general at the Philippine Embassy in Washington, D.C.
