A Tactical Firearms Instructor, Specialist on Protective Security or VIP Security Operations, a Rescue Diver, Motorcycle Chief Master Rider, and a seasoned Skydiver—skills acquired through trainings and rigorous field deployment of a promising leader who now sits in the fourth highest position of the Philippine National Police–The Chief of Directorial Staff (TCDS).
Police Lieutenant General Dionardo B. Carlos, known for his hashtag #alagangcarlos (Carlos Cares) can be considered the best contender for the Chief PNP position by virtue of seniority, merit, track record, and service reputation.
He stands strong to replace PGen. Guillermo Eleazar, who is set to retire on November 13, 2021.
Carlos, a member of the PMA “Maringal” Class of 1988, formerly served as PNP Director for Integrated Police Operations in Visayas and in Southern Luzon.
Carlos is the latest addition to the PNP Command Group after his appointment as the Chief Directorial Staff, the 4th in command in the PNP hierarchy. The appointment was confirmed in a statement sent to reporters by Eleazar.
Carlos, the former spokesperson of the PNP during the time of now Sen. Ronald “Bato” Dela Rosa, is an articulate trailblazer who knows the ins and outs of the PNP organization.
He climbed the ladder of positions from a young junior lieutenant in Southern Luzon who battled against NPA communist-terrorists to leading municipal, city, provincial and regional police stations and offices.
Carlos was assigned to the most critical assignments in Luzon, Visayas and Mindanao. An operative himself who battled in the highlands against the NPAs and Abu Sayyaf terrorists and defended the government against military rebels in the country’s central financial district.
He later found himself combatting against illegal drugs and led in the dismantling of several shabu clandestine laboratories when he was assigned in Philippine Drug Enforcement Agency (PDEA) and the PNP Anti-Illegal Drug Operations Task Force (AIDSOTF) as an Intelligence Operative.
He is a decorated officer over the years. He is a Metrobank Foundation 2009 Country’s Outstanding Policemen in Service (COPS) lifetime achievement awardee. In 2013, he was recognized as Honorable and Outstanding Police Enforcer (HOPE) awardee by JCI Manila.
He also received the Award for Continuing Excellence in Service (ACES) in 2014 and was conferred by the Civil Service Commission as 2019 Dangal ng Bayan in Eastern Visayas.
Recently, he was conferred by Lucena City LGU as one of the Natatanging Lucenahin 2021 awardees, apart from his numerous awards and medals of bravery, efficiency, and other distinction in the fields
of Police Operations, Investigation, Intelligence and Community Relations.
Carlos always receives acclaim for being good in all aspects and is well-loved as a leader. His core is good and incorruptible governance for the Philippine National Police Organization.
Being able to work in the Office of the Chief of Directorial Staff – one that coordinates, reviews, formulates, and disseminates, Carlos says, there is a lot to do for the betterment of the organization.
A PNP that will practice transparency and accountability as they perform responsibly, most especially that the national and local elections are set next year, is his goal.
The expertise of Carlos and his accomplishments in all of his assignments which to name a few were: supervising the combat operations involving the units of the AFP and PNP for OPLAN HAGORN 1 and 2 in Samar and Negros Islands;
The implementation of COPLAN ARVAC or the simultaneous implementation of 41 Search Warrants in Panay Islands; successful defense of Victoria Police Station in Northern Samar when he was Regional Director of PRO 8;
His innovations in the Special Action Force, Aviation Security Group and Highway Patrol Group, among others, are clear manifestations that CARLOS can exceptionally lead the entire PNP organization.
Being an innovator of crime solution strategies, Carlos will significantly help in the challenges of today’s law enforcement approaches.
He acquired training abroad like Advance Management Course, Crisis Response Team Training, Supervisory Criminal Investigation Course and Criminal Intelligence Analysis Course, to name a few.
He also joined two United Nations Peacekeeping Missions in Cambodia and East Timor, and worked with counterparts from the United States DEA, US Marshals, FBI, and Australian Federal Police.
Above all, Carlos maintained an unstained name proving enough on the matter of credibility—a complete and best fit for the job.
