New incentives for COVID-free Manila villages

Mayor Francisco “Isko Moreno” Domagoso announced on Monday that the Manila city government will again award P100,000 cash incentive to barangays with zero new COVID-19 infection for two months.

Domagoso signed Executive Order No. 45 where the local government will provide incentives to barangays with no new infection from December 1, 2020 to January 31, 2021 “as it was proven to be effective.”

The Mayor said the city “finds it imperative to motivate its barangays in its fight by providing them with incentives which can also serve as assistance in maximizing their efforts.”

“While the city already achieved several milestones in its fight against COVID-19, the city, nonetheless, admits that more is needed to be done,” Domagoso said in his executive order.

“In the next two months, starting December 1, 2020 and ending on January 31, 2021, kapag wala pong nairehistro na infection, walang new case sa barangay ninyo, magkakamit ang inyong barangay ng P100,000 incentive,” the mayor said.

In addition, Domagoso said that “barangays which already achieved COVID-free status for the period covering 1 September 2020 to 31 October 2020 shall be given an additional P100,000 or a total incentive of P200,000.”

Under the Executive Order, Domagoso said the Manila Health Department (MHD) and the Manila Barangay Bureau (MBB) “shall collaborate in overseeing the implementation” and “shall submit reports to the Office of the Mayor.”

The Mayor said all COVID-19 data will be verified by the MHD to scrutinize which barangays recorded zero COVID-19 infection for two months.

He said his Executive Order shall be forwarded to the Manila City Council for the provision of the funding source.

“For the purpose, the City Budget Officer is directed to coordinate” with the City Council, he added.

“Bibigyan din po namin kayo ng certification ng pagkilala sa bawat opisyal ng barangay, from the chairmen to secretary, treasurer, to recognize the effort,” the Mayor said.
