Quezon City Councilor Nikki Crisologo has filed a measure exempting persons with disabilities (PWDs) from payment of parking fees.
Crisologo, along with Councilor Wencerom Benedict Lagumbay, filed City Ordinance No. PO21CC-139 covering parking facilities, including those inside malls, hospitals and other similar establishments.
Crisologo is the chair of the committee on people with special challenges.
She said that under the 1987 Constitution, the State values the dignity of every human and guarantees full respect for human rights.
PWDs belong to a special sector that need preferential attention in order to promote the social, economic and spiritual aspect of their lives, and to allow them to convey their concerns and other vital issues through the establishment of worthy projects, programs and activities, Crisologo said.
Under the Local Government Code of 1991, a local government unit shall provide for the care of disabled persons, paupers and senior citizens, she said.
