Private emission testing centers seek gov’t support

The National Public Transport Coalition asked the Department of Transportation to support the private emission testing centers’ evolution (migration) into Motor Vehicle Inspection System where they will have a broader function of undergoing all motor vehicles in road safety and smoke emission tests prior to their annual renewal of motor vehicle registration.

The coalition said that under DOTR’s accredited MVIS, testing costs would be three times more expensive, time spent going to accredited MVICs would lead to longer lines because of the limited number of favored MVICs and there would be no specific standard to test tricycles. 

It said if DOTR would allow the private emission testing centers which have been serving the transport sector for decades to evolve themselves into MVICs with compact and modern test equipment better suited to the Philippine environment, the transport sector would benefit more in terms of savings and convenience.

It said PETCs have adequate number of testing centers. With thousands of PETCs already deployed and operating nationwide compared to DOTR’s plan of authorizing only 138 favored MVICs, the PETCs would be more dependable to provide the needed service expected by the transport sector from the government for several years, it added. 

It said the 138 MVICs are not enough to service 28,000,000 motor vehicles as their proposed high tech but cumbersome test machines have limitations as to the number of units to be tested a day.
