Budgetary support to Philippine government-owned and controlled corporations (GOCCs) rose 18.83 percent to P26.843 billion in the first quarter of 2026 from P22.589 billion a year ago, Bureau of the Treasury data showed.
The government extends these subsidies to GOCCs to support operational expenses that their own revenues do not cover.
Major non-financial government corporations received the bulk of the subsidies amounting to P14.697 billion, while other government corporations received P11.771 billion. Government financial institutions, particularly the Small Business Corp., accounted for the remaining P375 million.
Among non-financial GOCCs, the National Irrigation Administration (NIA) received the largest share at P6.926 billion. The National Food Authority (NFA) followed with P3.871 billion and the National Electrification Administration (NEA) with P3.022 billion.
For other government corporations, the Power Sector Assets and Liabilities Management Corp. (PSALM) topped the list with P2.50 billion for the Murang Kuryente Act. The Bases Conversion and Development Authority (BCDA) followed with P2.084 billion and the Philippine Fisheries Development Authority (PFDA) with P1.763 billion.
In March, budgetary support to major non-financial GOCCs reached P9.049 billion, led by subsidies to the NIA, followed by the NEA and NFA.
Subsidies to other government corporations totaled P9.103 billion for the month, with PSALM receiving the largest share, followed by BCDA and PFDA.
