The Criminal Investigation and Detection Group (CIDG) on Tuesday reported the arrest of a cohort of former presidential spokesperson turned fugitive lawyer Harry Roque and Cassandra Li Ong in Pampanga.
CIDG Director Maj. Gen. Robert Alexander Morico II identified the suspect as “Boss Terry,” a 44-year-old Chinese national and resident of Barangay Pulong Maba, Porac, Pampanga. He is a co-accused of Roque and Ong.
Morico said “Boss Terry” served as an administrative officer of Lucky South 99 and allegedly supervised the torture of erring Chinese Philippine offshore gaming operator employees.
The suspect was arrested on Dec. 29 at around 11:30 a.m. in Angeles City during a joint manhunt operation by CIDG units, the Bureau of Immigration, the National Intelligence Coordinating Agency, and Police Regional Office 3.
Authorities said the arrest was carried out by virtue of a warrant issued by a regional trial court in Angeles City on May 8, 2025, for qualified trafficking in persons under Republic Act 9208, with no recommended bail.
He is the third among 51 accused to be arrested in connection with the alleged trafficking activities linked to Lucky South 99 Outsourcing Inc.
Morico lauded the arresting units, saying the operation underscores the CIDG’s commitment to arresting all wanted persons and helping victims attain justice.
