Rep. Oducado wants additional benefits for barangay health workers

Rep. Nathaniel Oducado of 1Tahanan Party-list has filed a bill seeking to grant Barangay Health Workers (BHWs) the same benefits currently enjoyed by barangay officials under the Local Government Code of 1991.

Oducado said that BHWs are among the country’s frontliners providing basic health services, promoting disease prevention, and assisting communities during emergencies.

“But despite the crucial role of Barangay Health Workers, their benefits remain very limited,” Oducado stressed.

He added that HB 5867, an Act Expanding Barangay Health Workers Benefits and Incentives, aims to correct this by formally including BHWs among those entitled to honoraria, allowances, and other incentives afforded to barangay officials.

The measure strengthens the government’s recognition of BHWs as essential partners in local governance and public service. It also reinforces existing laws, including the Barangay Health Workers Benefits and Incentives Act (RA 7883), ensuring that BHWs receive the support and compensation they rightfully deserve.

“This is a simple but meaningful step to recognize and honor the sacrifices of our Barangay Health Workers, who work quietly yet tirelessly to safeguard the health of our communities,” Oducado further explained.

HB 5867 directs the Department of the Interior and Local Government, in coordination with the Civil Service Commission, to issue implementing rules within 90 days of the measure’s approval.

“Strengthening the welfare of our BHWs means strengthening the health of our nation,” Oducado pointed out as he appealed for the immediate passage of the bill.
