PCSO named top-performing GOCC, receives multiple awards

The Philippine Charity Sweepstakes Office (PCSO) on Monday topped the Governance Commission for GOCCs (GCG) performance evaluation award, highlighting the agency’s superlative performance score of more than 100 percent for 2024.

PCSO, at the awards ceremony for Government Owned and Controlled Corporations (GOCCs) organized by GCG at in Paranaque City, surpassed other top-ranking GOCCs recognized for exemplary performance, demonstrating the agency’s drive toward accountability, good governance and improved citizen-centered service delivery.

The GCG awarded PCSO with the best performance rating at 100.63 percent, besting other GOCCs which also received their awards.

These GOCCs which also received awards are Mactan-Cebu Airport Authority at second place with a score of 100.16 percent and Philippine Amusement and Gaming Corp. at third place with 99.92 percent.

Other GOCCS that also received awards are Clark International Airport Corp., Landbank of the Philippines, Landbank Countryside Development Foundation Inc., Metropolitan Waterworks and Sewerage System-Regulatory Office, National Tobacco Administration and Social Security System.

The scoring is based on PCSO’s commitment to operational excellence, transparency and delivering impactful public service to Filipinos nationwide.

PCSO’s 2024 score reflected its strong performance across all major indicators set by the GCG in terms of social impact, sustained and increased revenues, collection efficiency, budget utilization, customer satisfaction, improved process efficiency, ISO certification, human resource development, advancement in technology, among others.

The agency not only met its targets with near-perfect execution, but also earned an additional point for full compliance with Republic Act No. 9710, or the Magna Carta of Women, through its Gender and Development (GAD) programs.

The extra point earned for PCSO’s broader commitment to gender-responsive governance explains the agency’s over 100-percent mark in its final rating.

The 2024 award was received by PCSO chairman Felix Reyes, general-manager Melquiades Robles and members of the PCSO board of directors during the GCG recognition ceremony.

“There is no greater motivation a government agency can have than putting its heart and soul into charity and public service. But this recognition inspires us more to work even harder and uphold a culture of excellence in serving the people,” Robles said.

The recognition further solidified PCSO’s performance trajectory over the past years. Starting with a rating of 56.3 percent in 2021, it jumped to 92.03 percent in 2022 and was awarded the Most Improved GOCC. In 2023, the agency was honored as one of the Top 10 GOCCs, achieving a 98.01-percent score.

PCSO bagged the 2024 Gender and Development Award given by the Philippine Women’s Commission. It was also recognized as first runner-up in the Freedom of Information (FOI) Champion Awards under the GOCC category,

The outstanding agency performance also led the Governance Commission to recognize Robles as one of three Leadership Award finalists for 2024.

Alongside its performance achievements, PCSO continues to deliver wide-reaching public service through its flagship programs, including its Patient Transport Vehicle Distribution to expand healthcare access nationwide, its Medical Assistance Program that supports thousands of patients with critical health needs, its Medical Equipment Donation Program to help upgrade hospital capacity, and its sustained relief operations and disaster response efforts for communities affected by calamities.

These initiatives, among others, reflect PCSO’s dedication to uplifting Filipino families and ensuring that its revenues consistently translate into meaningful, life-changing support across the country.
