GSIS launches digital filing for retirement insurance claims

The Government Service Insurance System (GSIS) has fully automated and digitized its system for retirement and life insurance claims, enabling inactive members to file and track applications through the GSIS Touch mobile app. 

The digital transformation aims to simplify, speed up and enhance the convenience of government services for members, GSIS said in a statement.

GSIS president and general-manager Jose Arnulfo Veloso said the new system eliminates manual paperwork and accelerates benefit processing.

“We want our retiring members to experience a smooth and worry-free transition,” Veloso said. 

“By shifting pre-processing to a digital and agency-driven workflow, GSIS can validate records earlier and retirees no longer need to submit paper documents,” he said.

Under GSIS Memorandum Circular No. 068, series of 2025, government agencies should electronically submit the service record, retirement date and leave without pay certifications for retiring employees at least 20 workdays before their scheduled retirement.

Inactive members can file retirement, separation and life insurance claims on the enhanced GSIS Touch app using secure facial authentication. The app also allows members to view their tentative benefit computation and monitor their application status in real time via the transaction monitoring system.

Members receive an SMS or email notification once their records are reconciled and cleared for filing. Upon approval, benefit payments are deposited directly into their bank accounts.

GSIS said the new digital filing system supports its “Ginhawa for All” commitment by providing wider accessibility, greater transparency and faster service nationwide.

Currently, only retiring members under RA 8291 are eligible to use the digital filing facility.
