ADB readies $3 million emergency grant for Philippines typhoon relief

The Asian Development Bank (ADB) announced Friday it is prepared to make available up to $3 million in grant funds for emergency and humanitarian efforts in the Philippines, following the devastating impact of Typhoon Tino (international name Kalmaegi).

The typhoon struck the Visayas and Mindanao on Nov. 3, 2025, causing torrential rains and floods that left nearly 200 people dead and dozens still missing.

The country declared a state of national calamity on Nov. 6 after the disaster caused widespread destruction across the Visayas and Mindanao regions, with Cebu province particularly hard-hit while it was still recovering from a deadly magnitude 6.9 earthquake on Sept. 30.

The grant, which would come from the Asia Pacific Disaster Response Fund (APDRF), is ready to be mobilized upon request from the government.

The APDRF provides fast-tracked grants to developing member countries for life-saving purposes immediately after major natural hazard disasters.

In a letter to President Ferdinand Marcos Jr., ADB president Masato Kanda extended condolences for the lives lost and communities affected.

“We are deeply saddened by the loss of life and the suffering caused by the recent series of disasters in the Philippines, especially from Typhoon Tino,” Kanda said.

“This immediate emergency support reflects ADB’s enduring commitment to the Filipino people, addressing both urgent humanitarian needs and long-term development goals,” he said.

The ADB also noted it could swiftly mobilize significant additional resources to support infrastructure rehabilitation and recovery in the typhoon’s aftermath.

Kanda reaffirmed the bank’s commitment to helping strengthen resilience across the Philippines, noting the ADB is currently providing financial assistance to construct resilient roads, bridges, and railways, as well as support for the country’s climate action agenda.

The Philippines is now bracing for the impact of another impending disaster, as Typhoon Uwan (international name Fung-wong) is forecast to intensify into a category 5 typhoon and make landfall on Sunday.

The ADB, founded in 1966, is a leading multilateral development bank owned by 69 members, with 50 from the Asia and Pacific region.
