Liberty Solar to invest P8.8b in Tarlac floating solar project

Liberty Solar Energy Corp. (LSEC), a unit of Alternergy Holdings Corporation, plans to invest P8.8 billion to construct a 140-megawatt peak (MWp) floating solar farm in Tarlac province.

The project, designed to boost the country’s renewable energy transition, will generate 140 MWp or 99.800 MWac of power, divided into two phases. The facility will be situated within a 144.050-hectare property in Barangay San Isidro, Paniqui, Tarlac, occupying mostly fishpond area.

The solar farm secured a contract in the fourth Green Energy Auction Round (GEA-4), a government initiative by the Department of Energy (DOE) to bid out renewable energy capacity.

The DOE set ambitious renewable energy targets aiming for a minimum 35-percent share in the power generation mix by 2030 and 50 percent by 2040.

Solar power generation is projected to surge from 1.8 terawatthours (TWh) in 2022 to 73.7 TWh by 2050.

LSEC’s investment covers detailed engineering studies, designs, feasibility studies, acquisition of necessary government permits and licenses, site preparation, construction of the power plant and support facilities, procurement of equipment and materials, environmental management and protection and environmental monitoring.

Project construction is scheduled to begin in the second quarter of 2026 and conclude in the second quarter of 2027.

Operations are targeted to start in the third quarter of 2027. During the peak of construction, the project will require about 1,000 skilled and non-skilled workers, while operational staff will number 50.

LSEC said it would prepare an environmental management plan detailing mitigation and enhancement measures for potential environmental impacts throughout the project’s development.
