Marcos, Duterte public trust ratings down in Q3—OCTA

A significant majority of Filipino adults (57%) expressed trust in President Ferdinand Marcos Jr. in the latest Tugon ng Masa (TNM) survey of polling firm OCTA Research for the third quarter of this year.

However, this figure is seven percentage points lower than the 64% trust rating received by President Marcos in the previous survey conducted in July 2025.

In the recent TNM polling, results showed that 25% of respondents say they distrust the president, and 17% remain undecided.

Across major areas, his trust rating is more pronounced in Balance Luzon (67%), followed by NCR (55%) and Visayas (53%), while in Mindanao his trust rating stands at 43%.

The survey also revealed a slight decline in both the trust and performance ratings of Vice President Sara Duterte during the same period. 

Approximately 51% of adult Filipinos reported trusting Vice President Duterte, a decrease of 3 percentage points from the 54% in Q2. Distrust in her stands at 24%, while 26% are undecided.

Duterte’s trust rating is highest in Mindanao at 84%, followed by the Visayas at 63%. In comparison, Balance Luzon and Metro Manila have lower ratings of 36% and 30%, respectively, for the vice president.

The OCTA Research group noted that President Marcos’ performance rating decreased by 8 percentage points overall, from 62% to 54%. 

Similarly, the vice president’s performance rating saw a nominal decline of one percent between July and September.

The face-to-face survey was conducted from September 30 to October 4, with 1,200 respondents aged 18 and above.

It has a ±3% margin of error at a 95% confidence level. Subnational estimates for the geographic areas covered in the survey have the following margins of error at a 95% confidence level: ±6% for Metro Manila, Balance Luzon, Visayas, and Mindanao.
